Born on 2 July 1963 in the Kursk Region. 1985: graduated from the Faculty of Mechanics and Mathematics of Kharkiv State Technical University with a degree in Mathematics.

Since 1985: project leader of a number of projects covering the integration of process and production management control systems in the electric arc furnace shop, pelletisation and metallisation shops, and technical office at Oskol Electrometallurgical Plant, Stary Oskol.

Since 2001: lives in Moscow, working as the project leader introducing ERP and BI systems at metallurgical and engineering majors, and heading the metallurgy and engineering division at IBS.

Sergey accomplished various projects in the following businesses and holding companies: Metalloinvest, Novolipetsk Steel, Mechel, RCC, Evrazholding, UralVagonZavod, ISD Poland, etc.
Since 2014: head of the Technological Breakthrough Programme Unit.
